About all you can do with rust is cut it out all the way back to sound metal. Weld in a new piece and then paint it. Covering the rust with paint won't stop it from spreading, especially in as moist an environment as the inside of that freezer is going to be.

Personally, I'd be more inclined to spend a bit more and get something in decent shape that doesn't look like it has been left outside in the elements.

You might want to double check the size. 5 cubic feet isn't much bigger than an ice chest.

5 ft should handle one 6.5 gallon bucket fine.

I'd take along a bucket/carboy with airlock just to be sure.

Time to build an STC-1000 controller box.
