Strange SCOBY Situation

I am attempting to grow 2 scobys in my closet right now. Both are on day 5 and one of them is doing very well, but the other one has no growth whatsoever. The one that's growing has 2 TBSP of sugar in it and the other one just has 1 TBSP. Both are in small (24 oz) jars and contain 1 bottle of kombucha and 1 cup sweetened tea. Could lack of sugar be causing the scoby not to form?
