I'm pretty sure that the local shops get the stuff in 5 gal buckets and then just package it in whatever is most convenient for them.

Mid-West and Northern Brewer tend to be in 6 lbs containers half-gal milk jugs and most of AHS (my LHBS) has it in 3 lbs containers with big lids.
