Hi in my country room temp.is 30 C and above. Any suggestions on how can I keep yeast on 21C without fridge?

You can use a swamp cooler...put your fermenter in a larger bucket and fill with cold water and then maintain cooler temp by cycling frozen water bottles.

If the air is dry (low humidity) you can wrap it in wet towels, keeping them very wet, with a fan or AC pointed at the fermentor. Evaporation will cool the beer.
