One dry yeast packet is usually enough for a regular gravity ale and you don't need to make a starter. If you are using liquid yeast then a starter is a good idea. If you don't want to use a starter you can certainly buy more liquid yeast and pitch two vials. The problem is this is way more expensive than one vial with a starter so that is why most people go with the starter.
