Default Yeast Banking - Pressure cooker and vials - phenolic caps

I purchased some vials that were supposed to be autoclave compatible and I've had an issue with the inner seal of the phenolic cap ballooning out. Has anyone had this experience?

Out of pure laziness, Are any plastic vials sold pre sterilized? Is there an easier way to do this?
