1) Yes you can harvest. Not the best practice, but I bet you will not see any issues.

2) You think you have 200+ IBUs, but in reality, you are probably closer to 100. There is a limit to the alfa acids that can be dissolved in wort, and the fermented beer seems to hold less. 100 IBUs is still pretty high.
