When making a yeast starter for a lager beer, should the starter ferment at the same temperature as the yeast will ferment in the wort, or is room temperature ok for the starter?

Definitely make the starter at room temp to maximize your growth. After that chill it and decant. I like to then add another 500 mL of wort on brewday at my planned fermentation temp and put it on the stir plate while I brew. I find this gives a nice active starter when you pitch and your beer will be actively fermenting in 12 hours and have a very healthy fermentation. Don't forget your yeast nutrient and healthy dose of O2.
