Is this an infection?

Hey,

This is a Pilsner (M84 yeast). It tasted fine so I kegged it anyway (and even bottled a few). After diacetyl rest it was sitting at 1.011 or thereabouts.

Do ya'll think it's an infection? If so, what?

NB when racking the beer all the little clumps dissipated.

Given that it's a lager yeast (Mangrove Jacks M84) isn't it a bit unusual for it to be flocculating at the *top*?
