Default dry hopping with raw hops

I just did my first dry hop with raw hops, I used about 4 ounces and it sat at the top of the carboy never sunk down. It never bubbled thru the aerator once. 4 days later it started molding, wondering if this has anything to do with the raw hops sitting at the top not allowing the beer itself to aerate?

You may not see any bubbles after adding the hops in as they do not have any fermentables in them. Only when the pressure builds up in the container will it push CO2 out the airlock.
