Default Beersmith Telling Me I Need 22 Packages! Can this be true?

Hey guys, I'm brewing a double IPA with an estimated OG of 1.078. I am going to ferment with Wyeast 1099. Beersmith is telling me that with a 1 liter starter I will only have 30 billion cells, but I need 317 billion so it will take 22 packages. Can this be right? What should I do? Thanks for the help

Did you accurately put in the manufacturing date? Also I greatly prefer using yeastcalc. Makes it much easier for steping up batches.

Then you're just guessing right now. Gotta wait till you see the date on the package.

change the package date on your yeast, it has a default date that is always off. EDIT: never mind I see that was already mentioned
