That appears to be a Victoria mill knock off. It can be made to work with home brewing, several members on this site use it.

Beersmith.com has a roller mill for a decent price. I bought one last week. Check it out.

Mills seem to be the one item that never show up for sale used. I have seen plenty of "WTB" posts, never seen a "WTS". I looked around for a long time for a used mill before finally springing for a new one last year.
