What does the siphon tube do/provide?

The tube lets you fill other cylinders: you can transfer the liquid CO2 directly and not have to recompress it.

Yes, they are. They will be due for recheck in September 2014 for one and January 2016 for the other. Both purchased and filled by Airgas, one tank has a little bit of co2 left in it as well.
