Nah. The single most important thing is that you paid your taxes. Taxes are the reason homebrewing was illegal until the 80s and the reason that making booze is still illegal.
In order to make sure you pay your taxes, they run background checks on you, make you own government standard measuring tanks, have labels with certain warnings and information, all approved by the government. Etc, etc, etc, etc, etc ad nauseum. It's an enourmous beurocratic pile of craziness.
Sanitation really isn't central to the licensing. It's not like dairy products where infection can kill thousands of people. I've had commercial brews with low-grade infections before many times. It's all about the taxman gettin' his chedda!
