Attenuation range on that yeast is 70-76% If you only get 70% attenuation (which is possible depending on fermenter conditions) then you can expect an FG of 1.028. Sounds like you're right on target. At this point, I would let it diacetyl rest at 72F. for 48 hours, then rack to your secondary and begin lagering. check it again after 3 weeks. If you're between 1.018 and 1.028, you're golden.
