Default My first lager is stuck...any suggestions?

My first lager(dopplebock) might be stuck.

Some quick numbers for ya.

OG= 1.076

1.040 after 9 days

1.030 after 23 days

I pitched a 3 quart starter of WLP 833-german bock lager.

Any thoughts on what I should do about this?

Attenuation range on that yeast is 70-76% If you only get 70% attenuation (which is possible depending on fermenter conditions) then you can expect an FG of 1.028. Sounds like you're right on target. At this point, I would let it diacetyl rest at 72F. for 48 hours, then rack to your secondary and begin lagering. check it again after 3 weeks. If you're between 1.018 and 1.028, you're golden.

Well, I just checked it again and it still is at 1.030

Here is how it has progressed....

SG=1.076 9/18/2009
1.040 on 9/27/2009
1.030 on 10/11/2009
1.030 on 10/21/2009

Edit: Apparent Attuenuation is 60.52%

It tastes good, so I guess I am going to transfer and lager it for about 6-8 weeks.

it's about 66-68% attenuation, a little low. You might try swirling the fermenter a bit and let it go another week and see what you get. If it stays the same and it tastes and smells ok, start clarifying and lagering.
