Default Grain Bill Question

Got a question for how people calculate grain bill (for all grain). Most recipes specify percentages of ingredients (i.e. 90% 2-row, 5% crystal 60, 5% victory).

Question is do you take the percentages by weight or by the amount of fermentables they will contribute. Currently I go by weight but I have a book that says to calculate by fermentable contribution.

weight is what I've seen and always used. Do you have software? I can take a shot at it if you give me your specifics (grain bill, batch size, efficiency, OG)

I've always gone by weight, but I assume it shouldn't matter as long as you're consistent.

Weight, but the software I use (Brewtarget) also gives the percentage. It comes in handy when you don't want to have a grain besides your base malt above a certain percentage of your total grain bill.
