Default Fining Agent

I have a rather large bag of Siebel's Clearfine from my days of brewing in a brewpub. Thing is, that was 10 years ago. So I want to try to use some, but don't know how. I found a site that suggests using 1/4 tsp for 5 gallons.

Do I just sprinkle the powder on the top of the beer after any haze has developed, or do I need to mix it with water?

Use .25 tsp per 5 gallons. Dissolve in cool water and let stand for 20 min before use.
