Default Cooper's "Lager" = Steam Beer?

Seeing as the Cooper's Lager kits do not direct that you control your temperature to lagering temps, would that then classify it as a "steam beer," also called a "california common?"

Something that I've been pondering.

I would call it a blonde ale. Steam beer still uses lager yeast.
