Default Boont Amber clone stuck?

Hey ya'll, I tried this clone from Beer Captured. It's been two weeks and I'm still stuck at 1.020. I hit that SG about 3 days after I brewed it too. It started with a super fast and vigorous fermentation from a big slurry of yeast. Basically, it's been at 1.020 for over a week. Here's the recipe, any suggestions? Thanks.

Original Gravity: 1.059 (1.045 - 1.060)
Terminal Gravity: 1.013 (1.010 - 1.015)
Color: 15.02 (10.0 - 17.0)
Alcohol: 6.03% (4.5% - 6.2%)
Bitterness: 34.3 (25.0 - 40.0)

Ingredients:
8.0 lb Pale Liquid
1 lb Crystal Malt 90°L
.5 lb Crystal Malt 40°L
.6 oz Galena (13.1%) - added during boil, boiled 60.0 min
0.3 oz Cluster (6.4%) - added during boil, boiled 15 min
0.3 oz Liberty (4.5%) - added during boil, boiled 15 min
1.0 tsp Irish Moss - added during boil, boiled 15 min
0.5 oz Liberty (4.5%) - added during boil, boiled 1 min
1.0 ea White Labs WLP001 California Ale

i just saw that it was 8# liquid. i would check your hydrometer. the liquid extract is rarely wrong. if the ferment temp was too high or low or it changed suddenly, the yeast can gas out. even if the FG is 1.020, you should still end up with around 5.2% ABV. it looks like your hop schedule will balance out the residual bitterness from unfermented sugars. the galena hops should do the job at 13%
