Default 30 is great efficiency?

I am looking through John Palmer's How to brew book. The book says 27 is okay. Above 30 is great. As I have seen on this website seems, like the average is around 75. How is 30 great then?

30 ppg. Most grains have a maximum yield of about 37 ppg. So, the efficiency as a percent would be 30/37 = 81%.

30 ppg means 30 points/(pound/gal) and means that if you were to mash 1 lb of malt and ended up with 1 gal of wort which had a gravity of 1.030.

He is referriung to extract potential per pound per gallon. So yeah, if you mash a pound of grain in a gallon of water and get 30 points from it, you've done about all you can do.

What everyone else is talking about is the extraction of sugar potential from the enitire grist. 75% has really become more of a baseline than anything.
