Default Yeast starter & batch size question

Is a 1000ml yeast starter big enough for a 10-15 GAL batch? If not how large should it be? Also, if using a recipe for a 5 gal batch to make a 10-15 gal batch do I need to just double or triple the ingredients? Thanks, Mike
