Default wait - how deep to plant rhizomes?

ALright, so I made a separate bed along my fence for my rhizomes, put in new soil, mixed in four bags of decomposted manure for fertilzer, a bag of peat to help retain moisture. All set to plant.

But, why do I have it stuck in my head to plant them six inches down, when the freshops site says:

Plant 1 rhizome per hill with the buds pointed up and cover with 1 inch of loose soil.
Since these aren't in hills, does that mean I just plant them one inch deep? Does that inch include the mulch I'm going to spread on top? SHOULD I make little hills to plant them in? How high?

Aigh, I thought I knew what I was doing...

Six inches, 1 inch, it doesn't matter....go 3 inches and call it good.

Plant the buds up, with the rhizome horizontal. Keep them moist!

Just planted mine a week ago (Cascade, Fuggles, Nugget, Willamette). Only the first 3 are actually starting to come up with 2-3 shoots. I planted them about 1"- 2" below the soil and have them spaced 6 ft apart. Been watering them every other day. Also I have them covered with loose hay to keep them from drying out. Getting a little excited about watching them take off. Being my first time I believe it's gonna work!
