Default Float or sink

I crushed up some Fuggle pellets 3/4oz and put them into my secondary and transferred my American IPA into the carboy on Saturday. The hops are floating on top, is this normal should they sink. Will I still benefit from aroma if they dont sink?

They float for a while, then they sink to the bottom. No worries.

Because of the oils, hops take a while to absorb enough water to sink. Not a problem. Whole hops take longer than pellets.
