Is this the report I need?

I am going to start looking at water, and was going to try to call my water utility to see if they had the info available, and found this PDF online. http://www.stpaul.gov/DocumentView.aspx?DID=1492

Is this the info I need to start looking into my water quality? I did a lot of searching and it appears many of the reports supplied by local municipalities are too vague for any analysis ...

Yes, that report is fine.

I note with interest that they report sulfur instead of sulfate. Other than Ward Labs I have never seen anyone do this.
