Chinook is used in a good many ipa's. Stone uses them alot. You don't even need the NB hops. You can make a Chinook IPA.
Here's 1 example... http://www.homebrewtalk.com/f12/chin...7/#post3437435

Northern Brewer is a good hop to FWH with. I did a Pale Ale a ways back with NB and Chinook. Used NB at FWH, Chinook at 15, 10, 0 and DH. I'll dig it up...

I did this one last winter. I got crappy efficiency but at 70% you'd end up with an 8% beer. Northern Brewer and Chinook would be great in the place of what I used. FWH with the Northern Brewer and do late additions at 10 minutes and less with a combo of the two and you'll have a kick a$$ American Brown.

Batch Size: 5.50 gal
Boil Size: 7.51 gal
Boil Time: 60 min
Brewhouse Efficiency: 61.00

Ingredients

Amount Item Type % or IBU
10 lbs Pale Malt (2 Row) US (2.0 SRM) Grain 57.14 %
3 lbs Victory Malt (25.0 SRM) Grain 17.14 %

8.0 oz Carared (20.0 SRM) Grain 2.86 %
8.0 oz Chocolate Malt (350.0 SRM)
0.50 oz Centennial [10.00 %] (Dry Hop 3 days) Hops -
