I'm thinking the extra water might have played a hand in the short OG. I'm sure it will turn out just fine.

As for 'restaring the fermentaion', I've never done anything like that. I guess you could do somehting like that if you just wanted to boost the alcohol level. Today being Tuesday, I'd wait another day or two and take a gravity reading. If the SG is close to where your final gravity is supposed to be - say 1.016-1.012, I'd just rack to secondary and be done with it. It will clarify and likely drop a point or two after a 2-3 weeks in secondary.

What is the gravity now? It sounds like you might not really need to do the secondary fermentation. I am not sure I would do it myself, but without the gravity reading it is an impossible call.
