Default Toasted malt question

When people talk about toasting a pound or so of the base malt, do they put the pale malt in the oven before or after it is cracked?
I want to try it but I don't have my own mill yet.

You should do it before it is crushed. If you don't have a mill, a rolling pin and a sturdy zip-loc bag work (although it is a PITA for more than a pound or two of grain).
