Go with Pilsner malt or extract
and a little munich malt or extract
Use some 'B' in the steep
and a bit of candi syrup after the boil
NB for your bittering,
and some Saaz or some Styrians at the end
Maybe some at 15 and some at 2
Pick a belgian yeast from WYeast or WL
You could go with T-58 and Pitch at about 64F and let ramp up in an ambient temp of 70F
Maybe some chocolate or a tiny bit of roasted in the steep.
