Default Papazian Recipe - Itsok Kolsch

I was thinking of trying this recipe from the Complete Joy of Homebrewing but a couple of things look questionable. I was wondering if anyone has done this recipe and has figured out some things. There are 2 two types of boiling hops in the ingredient list - Perle and Saaz, but only the Perle is mentioned in the directions, I am assuming that both should be put in at the beginning of the boil. True?

Also, the Tettnanger hops are ID'd as 'flavor' hops in the ingredients, but instructions say to put in one-half hour into the boil. That seems awfully early to put flavoring hops in.

Any help would be appreciated.

30 minutes is the outer limit for flavor/aroma when adding hops and of course will give you bittering as well.
