Default Orange Creamsicle Ale

So I had a thought of a child hood memory or those delicious orange creamsicles. I loved those things and was thinking a nice light ale based on that would be delicious. So this is what ive come up with. Havent worked with lactose before so suggestions on when to add it and how much would be great.

Recipe: Orange Creamsicle Ale
Brewer: FUggin Hiccups
Asst Brewer:
Style: Cream Ale
TYPE: All Grain
Taste: (30.0)

Recipe Specifications
--------------------------
Boil Size: 6.99 gal
Post Boil Volume: 6.24 gal
Batch Size (fermenter): 5.00 gal
Bottling Volume: 4.50 gal
Estimated OG: 1.053 SG
Estimated Color: 3.9 SRM
Estimated IBU: 18.4 IBUs
Brewhouse Efficiency: 72.00 %
Est Mash Efficiency: 98.5 %
Boil Time: 60 Minutes

Ingredients:
------------
Amt Name Type # %/IBU
2 lbs Pale Malt (6 Row) US (2.0 SRM) Grain 1 24.2 %
1 lbs 8.0 oz Corn - Yellow, Flaked (Briess) (1.3 SRM) Grain 2 18.2 %
1 lbs Caramel/Crystal Malt - 10L (10.0 SRM) Grain 3 12.1 %
8.0 oz Cara-Pils/Dextrine (2.0 SRM) Grain 4 6.1 %
2 lbs 8.0 oz Extra Light Dry Extract (3.0 SRM) Dry Extract 5 30.3 %
0.50 oz Falconer's Flight [11.40 %] - Boil 20.0 Hop 6 11.8 IBUs
0.75 oz Calypso [12.80 %] - Boil 5.0 min Hop 7 6.5 IBUs
0.75 oz Orange Peel, Sweet (Boil 5.0 mins) Spice 8 -
1.0 pkg Cream Ale Yeast Blend (White Labs #WLP08 Yeast 9 -
12.0 oz Milk Sugar (Lactose) (0.0 SRM) Sugar 10 9.1 %
1.00 oz Vanilla Extract Powder (Bottling 0.0 min Flavor 11 -

From what ive read looks like adding the lactose at the end of the boil is common or adding it at bottling/kegging. The estimated FG seems low considering lactose isnt suppose to ferment but well see.
I choose the hops for citrus characteristics in aroma to bring out the orange flavor, and only add a little bitter by adding it late in the boil.

Any Suggestions?

Have you thought about adding orange soda extract?

It was actually quite delicious, just the right hint of vanilla and very light and refreshing beer. I will be making again this summer (as it is very good on a hot day), but this time I might up the amount of orange peel. As the orange flavor wasnt quite there
