I am trying to come up with a very smooth IPA, a true session. It must have real body, no sweetness and tasty honey, wheat malt flavor. Also, head retention is important.

On the other side, 8oz of Citra hops constantly on the last 15 minutes will balance the thing up.

What do you think?
 
Typically session beers won't be full bodied. IPA's aren't usually full bodied either. That doesn't mean you can't use oats. I just wouldn't consider it a session beer at that point. I would also be careful not to use too much. I can say that I have used honey malt with heavy late additions of Citra, and that was quite enjoyable. With that much hops and the use of oats, you shouldn't have problems with head retention.
