What hops have you used to substitute for East Kent Goldings?

For flavor nothing is going to truly sub, but for an English ale try Fuggles or Willamette maybe

As has been already said there isn't any other hop that will match the flavor and aroma of EKG. In addition to the previously mentioned Fuggles or Willamette you could try domestically grown Goldings (decent flavor but does not have the delicate floral aroma of the UK Goldings), Challenger (a higher AA UK hop) or WGV (Whitbread Goldings Varieties) another nice noble style Brit hop with good characteristics. For late additions I would use WGV with domestic Goldings as second choice. For bittering either Challenger or domestic Goldings would work nicely.

Fuggles, or just about anything grown in Great Britain. Target would work fine for bittering.

+1 to the Fuggle suggestion. Your hop addition for an oatmeal stout is typically one addition at 60 minutes, so you're not going to get alot of EKG flavor and very little aroma. If you've got an addition at 20 min or less, you may notice the difference, but with an oatmeal stout, Fuggle or Willamette should be close enough to not be noticed.
