Totally going by the seat of my pants...

22 lbs of 2 row and you only have an OG of 1.061?

Looks like his brew size is 11 gallons.

My only comment is that a 2 liter starter may be small for an 11 gallon batch.

I am ramping up that starter and unless I am mistake (probably am), MrMalty calculator puts me at a 2.13L starter using the stir plate option...

Might up that flame out hops to 3 ounces... I have a bunch I need to use up...
