Why such a big late hop addition if you're going for low hop character? How long are you going to age this before serving/giving away?
You also have over 3.5lbs of crystal malt, which is going to give you a very high FG, given your OG and mash temp. I'm not saying you necessarily need to change this, but I would expect to see something around a 1.025-1.030 FG, just so you know. The oak will help to balance this, however, and the bitterness from the cocoa might do so as well.
