Default low alpha acid hop question

my LHBS is selling cascade with a rated 3.1% alpha. My planned use is late addition and possibly dry hopping.

Does such a low alpha effect aroma/flavor properties?

Those would be probably the Argentinian harvest Cascade, in at 3.1-3.4%. I have four ounces of them at 3.2%, when I get a fifth ounce I'll do up a batch of EW's Haus HBU for HBU.
