You can do it either way. I especially prefer to do starters with White Labs yeasts, because, unlike the Wyeast smack packs, you really have no assurance that the yeast is viable when you pitch it straight from the vial. Since I mail order all my ingredients, that's a small concern for me.
I would do a small starter if you have time.
