Hop Plug/Pellet Conversion IBU Calculation?

I have a quick question for you guys, I have been doing a bagged pellet IBU calculation for a while now and soon I am going to use a plug style Simcoe. Is there any difference in the IBU calculation between plugs and pellets? Should I use the whole flower calculation? Is there a whole other calculation all together for plug style hops?

I think there may be different efficiency calculations for leaf and flower hops, but it is probably minor. I have always just used the same efficiency calculation for my recipes and I have never been disappointed FWIW.

I think the generally accepted conversion is that pellets will have 10% more utilization than plug or whole hops.

I figured it would be something similar to that, I have been scouring google and found some java based calculators that classify "plug" and "leaf" as the same utilization.
