Default Hop pellets or hops?

What's the difference between getting hops versus hop pellets. Any difference in brewing time? Quality?

I've found whole cone hops to be less robust and less bittering as their equivilent weight in pellets.

I like pellets for bittering and cones for flavor and aroma.
