Oak is what you want to use. Most homebrew shops have chunks or chips. There is more contact area on chips so you only want to soak those for a week or two. Chunks can go 2-3 months and add a bit more complexity than chips. Good luck.
You are thinking in the right direction, but while the smoked malt will not convert, the smoke would still be imparted.
He could smoke any of the malt that he is already using.
