Default check my recipe - out of bounds brown - oaked double brown ale

I was drinking a northern brown that I brewed up last October, and I in a brief flash of inspiration I "saw" with my palette a beer with a similar flavor profile, but pushed way up in terms of body and alcohol and oaked......mmmmm

Here's what I arrived at:

Out of Bounds Brown


Type: All Grain
Batch Size: 5.00 gal
Brewhouse Efficiency: 69.0

Ingredients

Amount Item Type % or IBU
12.50 lb Pale Malt, Maris Otter (3.0 SRM) Grain 77.9 %
1.00 lb Oats, Flaked (1.0 SRM) Grain 6.2 %
0.75 lb Caramel/Crystal Malt - 40L (40.0 SRM) Grain 4.7 %
0.75 lb Special Roast (50.0 SRM) Grain 4.7 %
0.50 lb Victory Malt (25.0 SRM) Grain 3.1 %
0.30 lb Special B Malt (180.0 SRM) Grain 1.9 %
0.25 lb Chocolate Malt (450.0 SRM) Grain 1.6 %
1.00 oz Target [11.00%] (60 min) Hops 31.1 IBU
1.50 oz Goldings, East Kent [4.50%] (5 min) Hops 3.8 IBU
0.50 tsp Irish Moss (Boil 10.0 min) Misc
2.00 oz Oak Chips (Secondary 3.0 weeks) Misc
4.00 gm Gypsum (Calcium Sulfate) (Mash 60.0 min) Misc
2 Pkgs Nottingham (Danstar #-) Yeast-Ale (OR SLURRY)

Est Final Gravity: 1.019 SG
Estimated Alcohol by Vol: 8.2 %
Bitterness: 34.9 IBU
Est Color: 23.9 SRM

one thing I'm not sure about is hop rates here.....I want to approximate the balance/flavor of a sessionable english brown, but does that mean that I need to double the IBU's to account for the "double" gravity? (this is reflected above already, but I'm not whether it's the way to go or not).....thanks guys and gals.

I know this is an old post but how did this turn out? Sounds amazing. Did the hop character come through?
