Mash Notes: Simple single infusion mash for use with most modern well modified grains (about 95% of the time).
 
Hmmm even though the ibu's are lowish, you'll probably get some American ( ie citrus) flavors and aromas from the Amarillo and Simcoe. If you were brewing for a competition, you'd probably want to use Goldings, Fuggles, Challenger or some other English hops.
 
I am not into competition brewing but aside from the American style hops, this is going to have a hops forward flavor and mild's are generally malt forward. I do have some ekg and fugg's

If you're not entering it into competition, I think this beer looks really good. But it'd be an Americanized British Mild, if you had to give it a name. It looks tasty, though.

If you want to make a mild, the OG should be 1.030-1.038, and use all British malts and hops. That would be authentic. But not necessarily any tastier!

An ounce of amarillo in the last 15 minutes, plus .5 ounces of simcoe and citra, will make a very hop forward beer. It really looks good to me, but not a mild.
 
As always yoop you are correct. I changed the hops and schedule to be more authentic and went with

1.50 oz Goldings, East Kent [5.60 %] - Boil 20.0 min Hop 7 18.1 IBUs
0.25 oz Goldings, East Kent [5.60 %] - Boil 10.0 min Hop 9 1.8 IBUs
0.25 oz Goldings, East Kent [5.60 %] - Boil 5.0 min
total ibu's 20.9

and i renamed and tweaked the above recipe to
