Default Brewcraft hop storage

I have always purchased very fresh hops that the LHBS has have packaged on their own from bulk. I am considering trying out a different LHBS. This one sells all "Brewcraft" hops with some dating back to 2007. Is this fresh enough or would the hops have a detrimental effect on my beer?

All hops lose alpha acids during storage. 18 months is excessive, unless the hops are frozen.

If kept in the freezer i wouldn't hesitate to use them.

So would you say that AA in hops continues to decrease with age, but freezing them slows that process?
