The water that comes out of the faucet here is extremely high in sodium and bicarbonate (250ppm and 550ppm, respectively).

Yeah, buy RO water and build your own. Use the Bonnie Brew Water Calculator to get the salt additions correct. Google Bonnie Blue to find the great tool.
googled that and found nothing.
I've recently started using RO water mixed to the proper ph level with our tap water here in san antonio and it seems to work out fairly well. That method should really work out for everything except a heavy beer.
I have access to all the salts from my lab at work and have calculated what to add to create burton-on-trent water.
