forget the 2-row. use a pilsner base (belgian pilsner if you can get it) and drop several pounds of munich in to add some nice maltiness.
definitely add a small amount of special b, too.
i added a bit of caravienne to my last belgian pale. it was fantastic, tasted like de koninck
EDIT: if you can get some styrian goldings, i'd use some of those for flavor. other than that, your hops look fine.
