Sight Glass and Spigot placement on converted keg

So I have a 15.5 gallon keg. Ive cut the top off and just got all my parts in from www.brewhardware.com/(great site and amazing customer service). How far above the bottom weld should I install each of these? Thanks for any input you can give.
