Default bench capper problem

So I bought a older used bench capper off ebay from a guy who claims he used it for home brew, and it works on 12oz or 750ml bottles and some other sizes in between.

I can't get it to cap a 12oz. I lower it down till it rests on the cap, then pull the lever. The lever doesn't move to far (i expected it to at least go down to flat with top of bottle) even when theres no bottle. So i push/pull as hard as i can, and it's not crimping what so ever.

Here is a pic, maybe it's the wrong bell? The bell is welded on, so unless he was lying i doubt it's wrong. There is a rubber washer inside the bell.

I'm trying to cap a twist off, like my buddy does, but I tried it on a SA bottle and got the same result so it's not the bottle.

So once i learned how to actually use this thing two things happened. First I felt like an ass, then i tore through 48 bottles with amazing ease. Not missing the wing capper

so what was the issue?? Can't feel like too much of an ass since it seems Wayne had ther same thing happen to him!

You cannot be on the cap or even to close to it or you cant get the full action of the lever. If you start a few inches above notonly do u get a perfect cap but you dont need to reset it each time.
