Screwed up the hydrometer reading somehow (i think the tube is too small, it barely fits the hydrometer) and got a OG reading of 1.028, which is way off what it should be.

A gravity reading is affected by the temperature of the wort. I too got a surprisingly low reading on a wort once. I later read that the higher the temperature, the lower the apparent reading. Be sure to get your reading after
you have cooled your wort. If you search the internet, you may be able to find a formula which tells you how to adjust the number based on temp.
